A Faribault, Minn., man led St. Paul police on a car and foot chase late Wednesday, going the wrong way on a highway ramp, losing control doing a U-turn, scaling a fence and shaking off police officers and a police dog before he was caught, according to a criminal complaint filed in Ramsey County District Court.
